Dumplington Shopping Centre

EDM number 1490 in 1993-94, proposed by Tony Lloyd on 11/07/1994.

That this House notes the speech made by the Secretary of State for the Environment at the 1993 Conservative Party Conference in which he called for a reduction in the development of out-of-town shopping centres and retail development on greenfield sites; welcomes the introduction of PPG6 which requires the development of out-of-town shopping centres to be carefully justified and the introduction of PPG13 which encourages the development of future shopping in existing town centres which are more likely to be accessible to those without the use of a private car and which will complement and assist in the renewal and improvement of those centres; notes the impact which a proposed out-of-town shopping development at Dumplington in Greater Manchester would have on the vitality and vibrancy of Manchester City Centre and the other town centres in Greater Manchester in terms of undermining efforts at urban regeneration, throwing thousands more cars onto the already congested motorway network and creating extra pollution; welcomes the Court of Appeal ruling on 8th July 1994 which quashed planning permission for the proposed development at Dumplington; and calls on the Secretary of State to confirm his commitment to his own policies on out-of-town shopping centres by declining to appeal this decision.
