Monitoring Of Air Pollution
EDM number 1460 in 1993-94, proposed by Rhodri Morgan on 05/07/1994.
That this House deplores government inactivity and confusion with respect to the rise in air pollution, notably in cities like Cardiff, recently found by the RAC to have the highest levels of carbon monoxide concentrations and other noxious car exhaust emissions of all the British cities sampled; notes that Cardiff has also experienced high level of ozone and oxides of nitrogen during recent episodes of still air; is concerned that these high pollution episodes are toxic to asthmatics, especially children, bronchitics, pregnant women and other vulnerable categories; and believes that the existence of two publicly-funded air pollution monitoring systems utterly unco-ordinated one with the other is a disgrace, in that the local environmental health department's OPSIS monitoring station gives readings for benzene concentrations far higher than the Department of the Environment monitoring station, and the PM-10 monitoring station of the Department of the Environment is rendered useless by being located next to a building site.
