Licensing Of Houses In Multiple Occupation

That this House expresses its deep concern at the absence of licensing of houses in multiple-occupation; points out that, in 1992, 175 people died in houses in multiple-occupation , representing 40 per cent. of domestic fatalities caused b y fire; and calls on the Prime Minster who, responding to a question about the Scarborough fire in which a women and young child died, expressed concern about the risk to health and safety in hostels, to introduce a statutory licensing system which would require operators of hostels and houses in multiple-occupation to obtain a licence before setting up in suc h business.
