Channel Tunnel Railway Noise

That this House supports the London Channel Tunnel Group's campaign for adequate compensation for householders affected by noise and vibration emanating from railway lines used to carry Channel Tunnel rail traffic; calls upon Her Majesty's Government to extend the scope of the draft Railway Noise (Insulation) Regulations to cover existing railway lines where a major change of use occurs; urges the Government to adopt the noise thresholds proposed by the chief environmental health officers of all the local authorities in Essex, Kent, London and Surrey; and calls upon Railtrack to complete, as soon as possible, its study of the potential for the Reading-Redhill line as a round London freight route.
