North Atlantic Assembly Resolution On Nuclear Weapons

EDM number 14 in 1993-94, proposed by Mike Gapes on 18/11/1993.

That this House notes with interest the Resolution on the Proliferation of Weapons of Mass Destruction passed unanimously by the North Atlantic Assembly in Copenhagen on 12th October; supports the measures identified by the North Atlantic Assembly for strengthening the International Atomic Energy Agency Safeguards Regime, such as enlarging the Nuclear Suppliers Group to include former Soviet republics, stricter monitoring of the Missile Technology Control Regime to achieve uniform application of export controls, increased funding for the International Atomic Energy Agency and tougher sanctions against Nuclear Non-Proliferation Treaty signatory states found to be acting in violation of the treaty; commends the North Atlantic Assembly's recognition that nuclear disarmament by the declared nuclear weapons states is itself an essential safeguard against proliferation; supports the North Atlantic Assembly's call for an early comprehensive test ban treaty, ready for signature by the April 1995 Non-Proliferation Treaty Review Conference; applauds the vision of the North Atlantic Assembly in asking member Governments and Parliaments to 'study ways in which an international deterrent regime could be brought about which would allow the reduction of nuclear weapons in a co-ordinated fashion so that national arsenals can be reduced to a minimum level or even totally abolished'; and strongly urges the British Government to conduct such a study, as thoroughly and publicly as possible, presenting the results to the Foreign Affairs and Defence Select Committees for their consideration and recommendations and for debate in the House.
