That this House welcomes the introduction of the Landlord and Tenant (Covenants) Bill which would reform the inequitable law of privity of contract; notes that the Bill would ensure original tenants do not remain liable for rent or service charges after the first assignment of new leases; supports the introduction of a nine month rule which would impose a statutory duty on landlords to notify tenants, liable under current and future leases, of their intention to make a claim on them within nine months of default occurring; urges the commercial property industry and the British Property Federation to support the need to reform this archaic law, and welcomes the Bill, which would not only assist small businesses and individuals but also help to create fairer leases for all.
