Conduct Of The Health Promotion Authority For Wales

That this House, while welcoming the completion of the report by the District Audit Service in Wales into the Health Promotion Authority for Wales and financial irregularities involving Professor John Catford, then its Chief Executive, calls on the District Auditor to expedite a further investigation into the financial conflicts of interest of Professor Catford in relation to the health promotion television programmes produced by Prospect Pictures Ltd. of Cardiff for BBC Wales and the BBC Network, given that Professor Catford authorised the provision of the capital to Prospect for producing the series on the BBC Diet, the Really Useful Guide to Alcohol and Fight Cancer in 1988 and 1989 and provided the company headquarters at a nominal rent to Prospect Pictures at the Authority's headquarters at Brunel House, Fitzalan Place, Cardiff, while at the same time Professor Catford received professional fees as adviser to these series as well as appearance fees from Prospect Pictures, of which the director was Dr Barry Lynch of Prospect Drive, Llandaf, Cardiff, then head of features and documentaries at BBC Wales, and medical correspondent of the Radio Times and author of the BBC Diet Books I and II published in 1988 and 1990.
