Health Promotion Authority For Wales (No. 2)

That this House condemns the Health Promotion Authority for Wales for the absence of proper management controls, which allowed the now departed Chief Executive, then Professor John Catford, to receive and keep fees from various organisations for carrying out work for those organisations in the authority's time and expense and on four occasions apparently receiving expenses relating to overseas commitments from both the authority and those other organisations, which double-claiming should hardly have been a temptation to someone on a public sector salary of ú80,000 per annum; calls upon the Chairman and board of the authority to restore Mr David Griffiths to the Audit Committee of the Authority as an indication of the public admiration for the consistent campaign by Mr Griffiths to institute proper management controls within the authority; and urges the Secretary of State for Wales to make clear that the Welsh quangos would all be far healthier and held in higher public esteem if each had two or three David Griffiths on the board.
