leave out from `Bill' to end and add `but on reflection accepts that the Crossrail Committee made a proper assessment of all the evidence offered by distinguished transport planners, civil engineers, financial advisers, a Minister and civil servant and many others both for and against Crossrail but all committed to and speaking for London's interests; listened carefully to the thorough, detailed and learned examination of the witnesses over a period of more than thirty days; and that after taking account of all the circumstances and not being satisfied with the promoters' case, were in all integrity fully entitled to reach the conclusion that the preamble had not been proven.'.
