leave out from 'House' to end and add 'believes that the actions of the honourable Members for Sutton and Cheam, Hertsmere, Bristol North West, and Gainsborough and Horncastle were justified in that Division No. 229 reveals that only 60 honourable Members bothered to turn up to support the Civil Rights (Disabled Persons) Bill on Friday 6th May and that not all of the sponsors of the Bill supported the measure on this date; notes that this level of support was insufficient to enable closures to be obtained; calls upon this small minority to accept that many honourable Members have justifiable concerns over a measure which has estimated start-up costs of ú17 billion and thereafter a likely cost of ú1 billion per annum if implemented; and congratulates Her Majesty's Government for progressively introducing measures which will help the disabled without unnecessary legislation or bureaucracy.'.
