Upward Only Rent Reviews

That this House notes that the vast majority of leases in the commercial sector in the United Kingdom contain rent review clauses which provide for upward only rent reviews; believes that upward only rent review provisions are inequitable and pose a serious threat to small businesses in the United Kingdom; and calls for a reform of landlord and tenant law in the commercial sector so as to provide for rent reviews based on open market values, whether upward or downward, and to make void any clauses in commercial leases which provide for upward only rent reviews.
