German Cannabis Decriminalisation

EDM number 1149 in 1993-94, proposed by Paul Flynn on 29/04/1994.

That this House welcomes the ruling of the German Constitutional Court that those possessing small quantities of cannabis for personal use should not be prosecuted; accepts the assertion by Judge Wolfgang Nescovic that medical studies show that smoking one or two cannabis cigarettes a day is harmless 'or at least less dangerous than the daily consumption of alcohol or 20 cigarettes'; and urges Her Majesty's Government to adopt a similar reasoned approach in order to undercut the price of illegal drugs and reduce crime.
