That this House regrets the continuing failure of the Ministry of Agriculture, Fisheries and Food, the Scottish Office and the Welsh Office to learn the lesson of their mistakes in the initial introduction of the Integrated Administration and Control System in 1993, the errors and confusion surrounding the 1994 forms and the inadequate arrangements for advice and assistance to farmers; and calls on the Ministers concerned to give immediate assurances that farmers will not be penalised as a consequence.
