Cardiff Bay And Ec Wild Birds Directive

That this House welcomes the revelations in the letter from the European Environment Commissioner to the Secretary of State for Environment dated 21st January that the proposed construction of the Cardiff Bay Barrage is unacceptable in light of the 1979 EC Wild Birds Directive; notes that this leaked letter reveals the Government's motive for refusing to publish the contents of the letter despite a request from the honourable Member for Cardiff West on 1st March, Official Report, column 643; accuses the Government of covering up the contents of the letter which clearly states that construction of the bay barrage would destroy the habitat of wild birds, protected by the Directive; notes that the European Commissioner views the Government's compensation measures required under the Directive as inadequate to deal with the loss of habitat; and calls on the Government now to publish the remainder of this vital exchange of communication between the Department of Environment and the EU Environment Directorate so that those people directly affected in Cardiff by the barrage proposals and the Balfour Beatty Costain construction consortium can be given an honest appraisal of the legality of the proposal.
