COUNCIL TAX AND AN 'A MINUS' COUNCIL TAX BAND

That this House welcomes that Her Majesty's Government recognises the special needs of people with disabilities by giving a one band council tax reduction to households with essential adaptions for disability; notes with regret that this reduction is not available to households in council tax band A; further notes that many areas, especially in the North of England, such as Manchester, have more than 70 per cent. of properties in band A; believes that thousands of disabled people will lose out as a result of living in low cost housing; and calls on Her Majesty's Governmment to creat a band 'A minus' in order that an equivalent reduction can be given to households, currently within band A, with essential adaptions because of the special needs of a person with disability.
