That this House, while welcoming assurances by Her Majesty's Government about the development of an open society and of the furtherance of citizen's rights through charters, is disappointed that the only means which citizens have of acquainting themselves with the contents of the Maastricht Treaty is to purchase from a small number of bookshops in large towns a copy of the Treaty, without any explanatory guide or White Paper, at a cost of ú13.30; and welcomes the initiative taken by Messrs David Pollard in publishing and producing a copy of the Treaty under the title The Unseen Treaty at a cost of ú2.95.
