Elimination Of Marine Pollution

That this House welcomes the commitment contained in the Convention for the Protection of the Marine Environment of the North East Atlantic, to which the United Kingdom is a signatory, to achieving zero discharges and emissions of toxic chemicals into the marine environment; notes that the Convention agreed that as a matter of principle, discharges and emissions of substances which are toxic, persistent and likely to bio-accumulate should be reduced, by the year 2000, to levels which are not harmful to people or nature, with the aim of their elimination; and therefore calls on the Secretary of State for the Environment to change the current Government policy of controlling the release of toxic chemicals into British rivers and seas, and to draw up an action plan and timetable for the zero emissions of toxic, persistent and bio-accumulative chemicals into United Kingdom rivers and seas by the year 2000.
