Sexual Assault On Young Offenders

That this House is concerned that a number of young offenders who have committed suicide have been found on examination to have been sexually assaulted; finds totally unacceptable the view expressed by the Governor of Feltham Young Offenders Institute, J. Witty, that a bunch of lads grabbing hold of someone and shoving something up his rectum is not sexual assault but bullying; therefore calls on the Home Secretary to issue instructions to governors of young offenders institutions that this form of sexual assault must be treated as the serious crime it is.
