City Challenge Process Of Allocating Resources (No. 2)

EDM number 883 in 1992-93, proposed by John Gunnell on 18/11/1992.

That this House deplores the process whereby, through City Challenge bids, the needs of the poor of various urban communities compete against one another for essential government funding; and views with concern the allocation of ú150 million capital to City Challenge Round Two, believing that resources should be allocated on the basis of need and that lottery and political convenience should play no part in providing levels of resource to local authorities.
