Plutonium Shipments

That this House applauds the statements initiated by the United Kingdom delegation and endorsed by the Sixth International Conference of Nuclear Free Zone Local Authorities in its plenary meeting held in Yokohama, Japan on 8th November, that local authorities should be given all information necessary to allow them to properly plan for any accident involving the transport of plutonium; believes that no convincing case has been made for the immediate demand for plutonium as a nuclear fuel and that the presence of plutonium in any state is liable to create fears and lead to further nuclear proliferation; opposes Japan's action in transporting plutonium from Europe; and therefore calls upon the Japanese, French and Her Majesty's Governments to cancel all planned plutonium shipments.
