Learn And Live Campaign

That this House supports the Learn and Live Campaign, which calls for all newly qualified drivers to be deemed to be probationary drivers for a period of 12 months following their successful driving test, and that this should be indicated by the display of P plates; believes that such a practice would reassure and assist all road users including pedestrians and the probationers themselves; notes that a similar practice already operates in Northern Ireland, where R or restricted plates are displayed and where demonstrably the rate of accidents involving newly qualified drivers has been significantly reduced; further notes the the introduction of comparable regulations was welcomed in Australia and New Zealand; and calls upon the Secretary of State for Transport to introduce, on an experimental basis, legislation introducing the compulsory display of P plates by probationary drivers at the earliest opportunity.
