Human Rights In East Timor

That this House conveys its condolences to the people of East Timor on the first anniversary of the Santa Cruz massacre on 12th November 1991; expresses its grave concern that the authorities are currently engaged in security sweeps in East Timor and have indicated that they will not allow mourners to commemorate the occasion; and calls on Her Majesty's Government to persuade the Indonesian authorities to allow a commemoration to take place, to permit foreign observers and journalists to visit East Timor then and in the future and to lift all restriction, on access to East Timor for humanitarian organisations.
