Conduct Of The Secretary Of State For Wales (No.2)

That this House is shocked but hardly very surprised at the appointment of Mrs. Carolyn Jones to the Board of the South Glamorgan Health Authority by the Secretary of State on 30th October; notes that her principal qualifications for the ú5,000 a year 2 days per month post are first and foremost that she is the secretary of the Junior Health Minister at the Welsh Office, the honourable Member for Cardiff North, second that she is the wife of David Charles Jones the said honourable Member's election agent this April, third that this appointment follows closely that of Mrs. Janet Sainsbury to chair the South Glamorgan Family Health Service Authority, fourth that her husband Jeff Sainsbury is minority Tory Leader of Cardiff City Council, fifth that Jeff Sainsbury and David Charles Jones are both senior partners in the accounting practice, Pannell Kerr Forster of 18 Park Place, Cardiff, sixth that both are members of the Wenallt Masonic Lodge, number 9082, of which the honourable Member for Cardiff North is Chief Steward; believes that this is one party political appointment too far and has brought further disgrace onto the use and abuse of patronage powers by the Secretary of State; and believes that the South Glamorgan Health Authority will be unable to function with the proper degree of independence required if it has a spy in the camp in the personage of the Minister's secretary.
