Acp Sugar

That this House, noting the serious social consequences for sugar exporting developing countries of depressed world prices resulting from the heavily subsidised disposal of EC sugar surpluses on the world market, believes that the objective of the forthcoming reform of the Common Agricultural Policy sugar regime must be to bring EC sugar production into line with EC consumption minus that quantity of cane sugar imported from the ACP countries; is concerned that the ability of the ACP countries to export to the EC as provided for in the Protocol to the Lome Convention will be affected if price cuts agreed in the reform are extended to them; and calls upon this Government to press for special assistance for the ACP exporters, in the form of assistance with freight costs, and for the provision of funds aimed at improving the profitability and competitiveness of the ACP sugar industry, and at diversifying out of sugar production.
