Home Carers And Taxation

That this House notes provisions put forward in November 1991 and backdated to April 1991 to introduce taxation upon travelling expenses based on classified business rules; believes that such a taxation is a particularly unfair burden on home carers, the majority of whom earn a pittance within the caring profession and may only be caring for a handful of people; further believes that the imposition of business miles taxation on each journey is particularly discriminatory against home carers based on rural counties such as Gwynedd, and may well dissuade people from fulfilling the role of home carer which will become an increasingly vital role due to an increased percentage of elderly population and the implementation of the community care proposals; and calls on the Chancellor to make home carers exempt from all tax payments undertaken upon expenses from journeys which are classified as part of the home carer's work.
