Quarantine Regulations

That this House is seriously concerned by the proposal of the European Commission's Veterinary Committee to replace quarantine regulations by combining blood tests with vaccination; agrees with the British Veterinary Association, Quarantine Kennel Owners Association as well as the RSPCA that vaccinations are not proven to be 100 per cent. effective against rabies; believes that problems of identification make pet passports an inadequate safeguard against unvaccinated animals being smuggled into the United Kingdom; is alarmed at the prospect of an outbreak of rabies in Britain which would lead to wild animals, domestic animals and livestock being slaughtered to prevent the spread of the virus; calls upon Her Majesty's Government vigorously to put Britain's case in EC negotiations and to resist any proposals to relax quarantine regulations unless there is convincing scientific evidence that vaccination is 100 per cent. effective.
