City Challenge Process Of Allocating Resources

EDM number 536 in 1992-93, proposed by John Gunnell on 16/07/1992.

That this House deplores the process whereby through City Challenge bids the needs of the poor of various urban communities compete against one another for essential Government funding; recognises that the problems of those in inner city Leeds and other 'failed' City Challenge bids should not be ignored; and recommends that in the future the processes of lottery and political convenience play no part in allocating the levels of resources available to local authorities to meet essential needs.
