Monitoring Of International Nuclear Trade

EDM number 517 in 1992-93, proposed by Paul Flynn on 15/07/1992.

That this House welcomes the declaration by the governments at the G-7 summit in Munich to strengthen the global nuclear non-proliferation regime and to encourage new member states to join the Nuclear Non-Proliferation Treaty; believes that the commitment of additional resources to support safeguards monitoring will enhance global security; supports the decision to work for closer co-operation to tighten export controls on militarily sensitive items; but condemns the Government over its manifest hypocrisy in continuing to keep secret from Parliament details of dubious export deals on the spurious grounds of commercial confidentiality, in promoting the international arms trade in nuclear explosive materials such as plutonium by backing BNFL's expanded reprocessing at Sellafield, and in giving the go-ahead for the fourth Trident submarine in violation of Article VI of the Nuclear Non-Proliferation Treaty, which requires nuclear disarmament, on the same day as agreeing to non-proliferation controls for other nations at the G-7 summit in Munich.
