19 Plus Provision For People With Disabilities
EDM number 432 in 1992-93, proposed by John Hannam on 06/07/1992.
That this House notes the intention of Action 19 Plus, a consortium of voluntary agencies concerned with the provison of services for adults with physical, sensory and learning disabilities, including MENCAP, The Spastics Society, Barnardos, Sense, Contact-a-Family, Kith & Kids, to set up a national training programme for parents and users to obtain the provision of day services; recognises the need for day services to be available to every adult with a disability who needs them; notes that without day services, there are often no alternatives to staying at home all day, often without the proper level of skills training; further notes that day services should be available without charge, five days a week, throughout the country, for all those who require them; supports the right of people with disabilities to have a multi-disciplinary assessment as the basis for services which will meet their individual needs; and calls on the Government to ensure that these assessments take place and that resources are available to meet those needs.
