That this House welcomes reports that the Secretary of State for the Home Department believes the House should have the opportunity to debate the draft European frontiers convention before it is signed by the Government; and also urges him to show the same degree of openness in publishing the results of his own Department's review of the primary purpose rule and consequent guidance issued to the Department's staff, and by making a statement on the review.
