Restraint On The International Arms Trade

That this House welcomes the Call to Restrain the International Arms Trade issued on 22nd June 1992 and endorsed by political, academic and military figures from 15 countries; recognises that much tougher criteria than those already agreed by the United Nations Security Council are needed; believes that arms sales should be banned in a state of war, or where there is a high danger that a state will commit aggression (including terrorism) or absence of popular participation in government, or where there are gross violations of human rights, or where there have been high levels of military expenditure, or refusal to join arms negotiations; and calls for a moratorium on arms sales to the Middle East and a ban on arms sales to countries which torture their citizens.
