Security In South Africa

EDM number 262 in 1992-93, proposed by Peter Hain on 16/06/1992.

That this House welcomes the recent Amnesty International report into Security Force complicity in torture and political killings in South Africa; notes that the report documents conclusive evidence that the deliberate and systematic pattern of police and military violence against the opponents of apartheid which existed before the reform process has actually escalated substantially since that process began; notes also that the report evidences security force involvement in Inkatha attacks in which hundreds were slaughtered, the torture and killings of detainees by the police, the activities of police and military `death squads', and the failure of the de Klerk Government to act against all but a tiny minority of the human rights violators within the police and military; condemns the corruption revealed by this failure; calls upon President de Klerk to act now to ensure that the police and military uphold the law, rather than continue to undermine it; and warns that unless he does so, his credibility and integrity in the coming constitutional negotiations will be completely undermined.
