Labour Party And Grant-Maintained Schools

That this House notes with some interest the Advice Note published by the Labour Party on Opting Out; notes that it claims to be 'the product of extensive consultation within the party which began almost as soon as the election was over', and that it proposed local consultative conferences between local education authorities and heads, teachers, governors and parent representatives on the future of the local education authorities and urges local referenda amongst all parents to test opinion on key issues, and continues by saying that 'parents and governors may feel bound to make decisions about what they think is best for their school', and 'Labour must not appear to be placed in a hostile position of opposition to such parents'; believes that the belated conversion of the Labour Party to parental power is welcomed as is their acceptance of grant maintained status as expressed through free and democratic ballots of parents; and looks forward to the Labour Party accepting grant maintained status in the same way as they accepted the sale of council houses.
