Exploitation Of Elderly Leaseholders

That this House deplores that, in the European Year of the Elderly, leaseholders in privately owned sheltered accommodation are largely unprotected from unilateral changes in service charges and from managing agents' failure to provide contracted services; and calls for further regulation to be introduced to protect all leaseholders or owner occupiers in such accommodation, irrespective of the status of the managing agent with regard to any housing association.
