That this House congratulates the East Midlands Provincial Council for Manual Workers, whose trade union side recently passed a resolution calling upon the Government to recognise the vital contribution which local authorities can make towards ending the economic recession and to bringing about economic growth and recovery; and believes that the adoption of such an approach, including the freeing of restrictions placed upon local authorities to generate income, the end of capping and a commitment to adequate levels of funding provision, offers a real avenue of recovery for the nation's communities.
