Crime Prevention

That this House notes that Her Majesty's Government allocates less than a quarter of one per cent. of the total expenditure on the criminal justice system to crime prevention; further notes that local crime prevention initiatives are able to achieve significant reductions; notes in particular the reduction in the incidence of common crimes such as burglary and car theft of up to 80 per cent. at relatively little cost, in schemes such as those operated by the Liberal Democrat-led authorities in Torbay, Poole, New Forest, Guildford, Newbury and elsewhere; and calls upon Her Majesty's Government to legislate for crime prevention to become a mandatory function of local government and to fund such activities on a grant in aid or matching fund basis using monies acquired from the seized assets of drug pushers and from elsewhere in the criminal justice system.
