That this House believes that Planning Use Class A3, under the Town and Country Planning (Use Classes) Order 1987, is too wide, permitting change of use between restaurants, snack bars, hot food take away shops, wine bars and public houses; notes that independent research carried out by the Department of the Environment found that hot food take aways had different planning implications, namely consistent late night noise and traffic parking problems; and calls on the Secretary of State to alter the use classes to separate fast food take away shops from the other uses within the A3 category.
