Rent Assessment Committees

That this House notes the report in the Manual of Housing Law, 5th edition 1992, by Andrew Arden, that rents set by rent assessment committees are usually 10 per cent. higher than those set by rent officers; further notes that the deregulation of private rents under the Housing Act 1988 has led to moves to set fair rents at or near market levels; believes that there should be an appeal procedure against rents set by rent assessment committees; welcomes the formation of the Campaign for Fairer Fair Rents in July 1992; and calls on Her Majesty's Government to review its housing policies in the light of the problems caused by moving away from bricks and mortar subsidies to personal subsidies.
