Police And Sheehy

That this House notes that the findings of the Sheehy inquiry were published in two forms, namely the Full Inquiry Report on Police Responsibilities & Rewards, and the much shorter but equally glossy Executive Summary; notes too that the former was made available at ú40 per copy whilst the latter was circulated free of charge to every police officer in the land; notes also that the Executive Summary, whilst purporting to paraphrase accurately the contents of the full report, is considered by informed commentators on the police service to be 'inadequate and misleading'; questions what motives can properly justify the prohibitive pricing of the comprehensive form while circulating so freely on a national basis a version that verges on the mendacious; recalls that the original terms of reference required full regard to Edmund Davies's recommendation that policy pay and conditions should reflect the special nature of the police officer's role but notes with dismay that Sheehy is allowed to discard this requirement at will; registers disbelief that the report should be able without collusion to support so blatantly the contents of a Home Office White Paper released less than a week before its own publication; congratulates the Police Federation, the Superintendents' Association and ACPO on sussing the questionable character so quickly; and wishes them well in apprehending those responsible and arresting the situation at the earliest date.
