Committee Consideration Of Welsh Legislation

That this House deplores the refusal of the Parliamentary Under-Secretary at the Welsh Office to give an undertaking that the Government would not seek to interfere with the application of Standing Order No.86 (Nomination of Standing Committees) to the committee stages of the forthcoming Welsh Language Bill and the forthcoming Bill to change the structure of local government in Wales; considers that the undertaking would in no way have bound this House in its decisions but would have shown respect by Conservative Ministers for the established practices of this House; notes that the Government would continue to have a majority for earlier and later stages of the Bill's passage on the floor of the House; and therefore considers that consideration of detail in committee on such Bills which affect each and every part of Wales should be left to members elected to represent Welsh constituencies, in accordance with Standing Orders.
