Scottish Pharmaceutical General Council And The Provision Of Improved Services

That this House congratulates the Scottish Pharmaceutical General Council and the 2,500 community pharmacists who work for its members for leading the way in providing services for half a million patients and members of the public every day in Scotland's 1,130 chemist shops and pharmaceutical outlets; notes with concern that a number of trail-blazing services are being delayed by the failure to implement the 1993-94 settlement for Scottish pharmacists which was due to come into effect from 1st April; notes that these services reflect both the Government's desire to implement the National Health Service and Community Care Act 1990 which came into force on 1st April and the National Audit Office report on the future of community pharmacy; notes that the failure of ministers to implement the settlement for the past three months is further hindering the ability of people requiring medication to retain their own independence in the community in their own homes thus causing patients to be readmitted to hospital because they are unable to control their own medication satisfactorily; notes that the failure is further hindering the ability of pharmacists to liaise with general practitioners to reduce the drugs bill to the Health Service; and demands that the Secretary of State for Scotland immediately implements the settlement to ensure that additional much-needed services to patients and public in Scotland are provided without further delay and that Scotland remains as the forefront of pharmaceutical provision in community care.
