Freedom Of N.h.s. Employees To Consult Their Member Of Parliament

That this House affirms that all United Kingdom citizens have the right to consult their Member of Parliament and considers this right to be a fundamental principle of this country's democratic system; expresses grave concern about the whistle-blower's charter issued to senior health service managers by the NHS Management Executive on 8th June which states that 'An employee who has exhausted all the locally established procedures, including reference to the Chairman of the employing body, and who has taken account of advice which may have been given, might wish to consult his or her Member of Parliament in confidence'; and calls upon the Secretary of State for Health to revoke this circular and to issue new guidance which confirms that all NHS employees are as free as all other citizens to consult their Member of Parliament at any time.
