leave out from 'dashed' to end and add 'considers that, at this early stage in the operation of the fund, it is premature for the Trustees to conclude that the resources they have will be insufficient to support all eligible applicants; regrets that their decision did not take account of research commissioned by the predecessor Independent Living Fund; calls upon the Trustees to restore eligibility to the terminally ill and others whose conditions are not stable; and asks the Trustees to take no more such hasty and ill-based decisions, but to establish rationally what resources they need to enable them to support the severely disabled people whom the fund should benefit.'.
