Home Secretary And The Future Of The Police

That this House considers that a consequence of the publication by the Home Secretary of the White Paper on police reform Cm 2281 has been to make a farce of the Sheehy Report into police pay and conditions of service; believes that matters relating to police pay and conditions are indivisible from the shape and structure of the police service and concludes that the Home Secretary's action was either designed to pre-empt the recommendation of Sir Patrick Sheehy's inquiry, or there has been a collusion between the Home Office and Sir Patrick's inquiry which, in the latter case, means that the independence of the inquiry has been wholly cosmetic.
