That this House calls for a full inquiry into allegations that Bill Phillips, the former chief executive of Westminster Council, shredded documents which were needed by the District Auditor for his investigation into designated sales, that this year the District Auditor had to search other departments within the Tory council to find duplicates of the shredded documents, and that, after the 1986 local elections, Mr Phillips and other senior officials colluded with Dame Shirley Porter and broke local government law by compiling detailed profiles of marginal wards to help her implement policies which would pack these wards with new Tory-voting residents.
