leave out from 'House' to end and add 'congratulates the Basildon and Thurrock Health Authority on its tremendous achievements; notes that under Conservative Government policy the activity levels in local health facilities in the area will rise next year; is encouraged that a second Patient's Charter has been published, setting five new standards; welcomes the introduction of a better environment for those who need a spell in hospital; notes the concern of local people about the proposed move of the Billericay Burns Unit; recognises that choices will have to be made to ensure that the best possible care for burns and plastic surgery is obtained for local people and reaffirms that local health services are safe in the hands of the Conservative Government'.
