Case Of Gerard Fay

That this House condemns the persecution by the Benefits Agency of Gerard Fay of 15 Jenison Close, Gorton; notes that in 1991 Mr Fay notified the Agency that income support girocheques had failed to reach him, that the Post Office had apologised to Mr Fay for problems affecting postal deliveries to him, that, without any proof, the Agency claimed 'there has been a series of girocheque irregularities involving payments of Income Support to Mr Fay'. that the Agency claimed in February 1993 that police had interviewed Mr Fay 'on several occasions' when police had interviewed Mr Fay only once, in December 1991, told him they would return to charge him if they found his fingerprints on girocheques issued in his name and cashed, but did not return, that the Agency suspended all payments to Mr Fay, leaving him for several weeks with no money to maintain his wife and three small children, that Mr Fay readily signed documents giving the Agency access to his bank, that at 7 a.m. on 19th March 1993 the police arrested Mr Fay in front of his children and held him in a cell for 15 hours, that Mr Fay was charged with obtaining money by deception, that the Chief Crown Prosecutor has now written to Mr Fay notifying him that proceedings have been discontinued 'because there is insufficient evidence to provide a realistic prospect of conviction; and that the Agency have told Mr Fay "Because the police have stopped doesn't mean that we have stopped'; and contrasts the treatment of Mr Fay with the treatment of Asil Nadir.
