That this House views with the utmost apprehension the Jockey Club's decision to pin almost all the entire blame for the 1993 Grand National fiasco on the part-time ú28 a day flagman, Mr Kenneth Evans; believes this to be further evidence of the elitist nature of the horse-racing hierarchy; notes that millions of people witnessed on their television screens the role of Captain Keith Brown in signalling two false starts; looks to the horse-racing authorities to modernise their procedures and to act in a less class-biased fashion in attributing blame for these events; and asks the newly formed British Horse-racing Board to demonstrate its own independence by carrying out a further inquiry on more egalitarian lines.
