Life Of Manuel Salazar

That this House is appalled that the death penalty has been passed on Manuel Salazar, a Mexican American, following the death of a police officer in Joliet, Illinois, in September 1984; notes that Salazar was unarmed and had been beaten by the police officer who subsequently died when his own gun went off; notes that after Salazar fled to Mexico he was illegally and forcibly returned to the United States of America where he was sentenced to death in 1985; and therefore calls for the Governor of Illinois to spare Manuel Salazar's life and return him to Mexico.
