That this House recognises the urgent need for a major Government initiative to tackle the problems associated with drugs and drug-related crime; further recognises that international, national and regional police operations together with the work of Customs and others play an important role but cannot solve the problems on their own; therefore calls upon the Government to recognise the need for in-depth, up-to-date information and to promote a comprehensive national strategy, delivered locally in accordance with local need based upon a partnership approach in which the views of the experts, police and local communities are listened to and acted upon; and considers that the Government therefore needs to (1) make the connection between its own actions and some of the country's social problems, (2) reverse the short-sighted cuts in targeted educational, social and health services and (3) bring together all Government departments into a team approach along with local authorities, voluntary organisations, police and the local community.
